Peppol updates

The Peppol BIS Self-Billing specification was approved by the Post-Award Domain Community (PoAC) Change Management Board and published on March 12, 2025. Peppol’s post-award documentation encompasses billing and other Peppol BIS specifications, such as orders, despatch advice, and country-specific PINT BIS Billing.

 

Peppol BIS Self-Billing v.3 is the initial version of Peppol BIS Self-Billing. It may now be used as an optional specification for self-billed invoices and credit notes within the jurisdiction of the European Union. There are some deviations compared to BIS Billing, such as:

• A reversed business process: the invoice issuer is the buyer, and the invoice receiver is the seller;
• All country-specific rules have been removed from the schematrons;
• The document type code for self-billed invoices is 389 and 261 for credit notes;
• The examples have been adjusted to self-billing.

In addition, it includes various textual changes where invoices and credit notes are referred to as self-billed, and the reversed roles are recognized.

In continuation, there will be a brief explanation of the changes that will be made to PFUOI and the PINT specification.

 

Update of PFUOI version

Currently, the PFUOI version being used is 4.2.0, but it will be updated to version 4.3.0.

• Among other changes, the updated version will change the semantics of the wildcard scheme, making the asterisk character (*) optional. It will allow the support of exact matches as well. Furthermore, this will impact the SMP lookup algorithm, which will require the Service Providers supporting PINT to take action;
• The term an “abstract” Document Type Identifier Value was introduced to the specification;
• A statement was added that no Document Type Identifier Value can be registered in the eDEC Document Types code list with the wildcard scheme and the busdox scheme in parallel.

 

Mandatory PINT specification

The PINT specification is intended to mandate the use of the wildcard scheme for all document types based on it.

 

There are several important timelines to consider.

 

October 9, 2024: A new version of the Peppol Policy for the Use of Identifiers was published.

• The new SMP lookup algorithm is introduced and becomes optional. Service Providers can begin to prepare the changes
• The wildcard scheme's new exact match identifier option is introduced but cannot be used before May 15, 2025.

 

May 15, 2025: Switchover to the new SMP lookup algorithm.

• Obligatory to use the new lookup algorithm. All Service Providers must have completed this change;
• The new exact match identifier option in the wildcard scheme can be used for capability registrations and becomes optional. Service Providers may begin changing old busdox scheme registrations and use the wildcard scheme for new ones.

 

Q2 2025 (estimated time August 27, 2025): Switchover to the mandatory use of the wildcard scheme in PINT.

• The usage of the wildcard scheme for PINT, when exact match registration is needed, will become mandatory;
• All receivers with PINT exact match capabilities must be registered using the wildcard scheme;
• The usage of the busdox scheme for new PINT exact match SMP registrations will be forbidden.

 

Not exact timelines, but the following change is mentioned to take place three moths after Q2 2025: PINT exact match registrations with the busdox scheme.

• All SMP registrations with document types for PINT using the busdox scheme must have been removed.

On December 9, 2024, Peppol published the Q4 2024 release content of Peppol PINT specifications.

 

The start of the implementation period is the release date – December 9, 2024.

 

All changes in this release are mandatory as of March 10, 2025.

 

The current version from the Q2 2024 release remains mandatory until March 9, 2025.

 

The new release from Peppol includes changes to all PINT Billing specializations:

• Australia and New Zealand
• Japan
• Malaysia
• Singapore

The pilot aims to ensure the efficient use of Peppol in ViDA. This entails defining the e-invoicing and DRR architecture that will satisfy the obligations, defining specifications, and ultimately architecting a sustainable testing environment.

The pilot is expected to continue until Q2 of 2026.

Peppol Self Billing is a specification within the Peppol network designed to facilitate the self-billing process, where the buyer issues the invoice on behalf of the supplier.

Following the approval from the Change Management Board, the release candidate has been uploaded to the Confluence as follows:

• BIS Self Billing 3.0 is intended to be used as an optional specification within the EU jurisdiction;
• PINT Self Billing serves as the general specification for Peppol Authorities to create specializations. These specializations will be developed following the PINT Methodology.
