DGI extends the start date for e-invoicing obligation with ACP
With Resolution 201-3200, the Panamanian Tax Authority (DGI) extended the effective date for taxpayers to start issuing e-invoices to the Panama Canal Authority – ACP.

The Directorate General of Revenue (DGI) has released Resolution 201-0418, addressing the expiration of Certifications of Exception for the Use of Fiscal Equipment, with focus on taxpayers without a designated expiration date.
DGI prohibits the usage of pre-accounts as a substitute for invoices
The Panamanian tax authority (DGI) has published resolution 201-10585 in the Official Gazette, which fines the delivery of "pre-accounts” (Sp.: Pre Cuentas) as a substitute for the invoice or equivalent tax documents (Sp.: Documento equivalente)
Panama is amplifying the scope of the e-invoicing mandate
The General Directorate of Revenue (DGI) of Panama published a resolution establishing the deadline for implementing the electronic billing system in the country.
Further timeline extension for certain operators in Panama
The Ministry of Finance of Panama published a new decree, which extends the timelines for specific taxpayer groups to implement the electronic invoicing system of Panama – SFEP (Sp.: “Sistema de Facturación Electrónica de Panamá”).
Panama extends deadlines for specific taxpayers to comply with B2G e-invoicing rules
On 1 December 2022, the DGI published Resolution No. 201-8793 allowing more time for e-invoicing adoption among suppliers to public entities.
Panama obliges more taxpayers to comply with the e-invoicing mandate
On 29 June 2022, the Republic of Panama published Executive Decree no. 25 in the Official Gazette. The Decree establishes a schedule for different taxpayers and operations to comply with the e-invoice issuing requirements for authorized fiscal equipment or the national e-invoicing system (SFEP), as per Law No. 256 from 26 November 2021.
E-invoicing to become mandatory for certain Panamanian taxpayers
The National Assembly of Panama has published a new Law, amending Law 76 from 1976 in reference to the invoicing system. This step paves the way for countrywide implementation of the electronic invoicing system, SFEP.
Panama will implement delegated clearance as a CTC model
As we mentioned in the previous update, Panama has the intention to implement an electronic invoicing regime.
Voluntary e-invoicing adoption in Panama
As most of the countries, the government of Panama has taken measures to avoid tax evasion and increase tax collection. For that reason, the DGI - the General Revenue Directorate (Span.: Dirección General de Ingresos) - launched the e-invoicing project in 2016.
